I recently just briefly read about DomainKeys, and how it requires a patch to QMail. I was wondering if there are any plans by Plesk or ART to offfer a patched QMail RPM in the future?

Post the patch, I'll take a look. If it jives I'll add it to project gamera. Cant do anything about PSA though, I dont have the source code to that.
