URL query parameters

Hello All:
I am creating a WEB site that enables searching within the site.
We introduced "mod security" during web server construction and applied "mod security free filter".
So I have a question.
It is about "mod security free filter" which is provided.
On a WEB server with filter definition enabled
"Mod security" will respond if URL (http / https) is included in the string to be searched.
sanple:https://servername/index.php?q=http[s]: ... index.html]
I am thinking about searching in the site by searching by URL,
Are there any people who have had similar problems?
I will appreciate your help with this situation.
