Mail disappearing to outlook.com hosted clients

Basically outlook mail protection server is the only thing that is in common between various end users not receiving mail from various domains I host.
It shows the MS server saying it accepted the mail and was queuing for delivery, but recipient never gets the email, nor does it appear in a spam folder.
Can't seem to find a way to contact MS about it.
