PHP 5.4 EOL

Just an FYI to everyone not tracking this, PHP 5.4 is due to be EOL September 14 of this year. We will be transitioning Atomic to PHP 5.5 at that time, and 5.4 will be maintained as commercial repo (as yet unnamed) like nucleus.
