qmail, qmail-scanner and Plesk (oh my!)

I've got a rather unique and convoluted situation going on here at work. On our shared servers, we use the Plesk control panel which uses it's own implementation of qmail & Spamassassin for mail and anti-spam. We've installed qmail-scanner to catch people who are forwarding their spam on (which is getting us blacklisted, joy!) since by default psa-spamassassin does not scan forwarded mail until after it passes the forward stage. Problem is, all messages are now being scanned by qmail-scanner, even by people who have Spamassassin support disabled (intentionally) within their domain. By default qmail-scanner uses SA, not psa-SA so anyone who is either not using SA via Plesk or has it on but their own custom score is being ignored.

In a nutshell, here's what we're trying to do:

*Enable normal processing of incoming mail via psa-spamassassin via user-defined scores and rulesets (this is done by default)
*Enable scanning of ALL outgoing mail by our own definitions and rulesets (bypassing the users' definitions entirely)

If anyone has any ideas or can point me towards any resources, I'd be much appreciated.
