The atomic installer fixes that on a VPS. Although I suspect that what you're running into here is that FC4 doesnt actually have valid yum channels any more.

The packages are signed using their private key, you'll need to import the public key yourself on your side. Newer versions of yum offer to import this key for you, but it may the case the FC4 version doesn't. with yum...
After installing the atomic installer then running yum update it goes thru
all the stuff on the box looking for what needs to be updated...
Then asks me to download and I get that Key error...
Must be from their servers no longer serving up keys for FC4
