You don't really want to go and try installing some rpms that you find without knowing they're meant to be used with your distribution. Looking at the URL these rpms are meant for Red Hat 9, so it's not really surprising they won't install on your CentOS 4 box.

You can run yum install libmcrypt libmhash if you have enabled the Dag/RPMForge repository to install the mcrypt and mhash libraries, but know that just installing the libraries is not enough to be able to use them in PHP. If your're running the stock PHP 4.3.9 from CentOS 4 you can use the rpms at http://phprpms.sourceforge.net/ , but since you're using ART's PHP 5.2.3 those won't work.
