Then I had to restart xinetd.
So I typed - service xinetd restart

FTP worked after that.
This fix worked for me too on my newly installed CenOS 5.5 with Plesk 10.0.1. Thank you so much!

i got the atomix repo installed because I needed FTP with TLS/SSL.
