Hi Scott,
i'm big problems with your website.
It happens *often* that i post some shell errors. Most of the time this cause the site give me back error 403 (or i see the apache test page).
I think this problem is related to your rules that maybe sometime are too restrictive.

Should be possible to refresh your IP blacklist the IPs at least after 1 week ?
I cannot connect the site from home and it's for a lot of time.

I think it's mod_security giving you the 403. I've also had problems many times posting code examples or log excerpts on this forum because of the restrictive mod_security policy.

This is where we're doing the rule development, what would help us is if you can send me an email with your IP and whatever it was you were trying to post. That way mikes got something to work with on tuning.

The blacklist itself is updated in real time, all day long.
