firestarter question

I have a question on firestarter.
Okay I understand you control incoming ports by adding hosts or ips to the 'allow service for'.
But if I translate an incoming port to another port (in 'forward service') and send off to another server, firestarter does not obey any rule I have in allow service against the incoming port.
Is this normal behavour?
