Try
#yum update psa
instead of using up2date. Be sure to have the ART Plesk repo enabled first

[root@vps262 root]# wget -q -O - http://www.atomicorp.com/installers/atomic |sh

Atomic Archive installer, version 0.10.1
Configuring the [atomic] yum archive for this system

Red Hat Enterprise Linux ES release 3 is not supported at this time, you will need to configure yum manually:
see http://atomicorp.com for instructions

How can i manually configure Atomic Installer (editing yum.conf with which parameters?)

I have tryed to install the hotfix .rpm manually form plesk site... and all went fine, but i would configure Atomic Installer

Ouch... rhel3 huh... you're really best off trying to do this through the plesk updater .
