Disable mod_evasive

I saw in the ASL 2.0 Release Candidate 1 Released changelog that you can enable/disable support for mod_evasive, why would you want to disable mod_evasive?

If for example they have an upstream DDoS protection system, or for some other reason cant use it. It is still tracked as a risk if it is disabled.
