maildrop forwarding, qmail deferral

I'm using maildrop 1.6.0-1.9.rh90.art on PSA 7.1, and I can't figure out why qmail is deferring messages that use maildrop's forwarding mechanism, for example:

to "!nobody@nowhere.example.com"

I've also tried this:

to "|/var/qmail/bin/forward nobody@nowhere.example.com"

The mailfilter works great for delivering to the local mailbox. I've turned on verbose maildrop logging and it does see and process the forwarding (but no delivery takes place).

Currently, I'm thinking it's a trusted user thing; what options were used to configure this RPM? Any other ideas?
