spamassassin help

Hello
We have a local.cf file in /etc/mailspamassassin/ which has nothing much in it:
required_hits 5
report_safe 0
rewrite_header Subject [SPAM]
pyzor_timeout 20
The interesting thing is before this we had a different configuration file that had the following rule: all messages with body /e3xTP912spam/i to have a score of 100.
And it seems to still be working ! How come? if we don't have the same local.cf where is it taking the rule from?
Is there a way to see what path the email takes, what filters it hits?
also why would service psa-spamassassin restart not work?
or init.d spamassassin restart?
