Set failed mail to reject instead of bounce globaly?

I'd like to set all bounced / failed mail on the server to reject as default instead of bounce with message for all domains.

Is there a way to do this?

If I follow, you want any incoming mail to an invalid account to reject, rather than go into the mail queue where it would bounce? Thats pretty easy, you just dont set a global account in PSA for the domain.
